2) Report of the Uygur representative at the 3 rd Congress of Chinese Democrats

In a new century we wish to intensify the diplomacy of human right activities in close cooperation with you, to participate in the actions of opposition organized by you. However, we hope that you would support democratic struggle of the Uygurs for Independence. But we are regret that we are not satisfied by the ways that the leaders of the Chinese democratic movement suggest to resolve the problem of nationalities through forming a federation, republic or co-existence of two systems in one country, or like it was announced this time, an autonomy in a one country. Though your suggestions are more progressive and more intelligent than the Chinese Communist Party's idea of the "great unity", but you underestimate extremely important problem, you have to respect the desires of the people living over there and to listen to them. I mean, this problem will be resolved only through respecting the right of the nationalities for self-determination. The Tibetans claim for "highest autonomy", but we need independence of Eastern Turkestan. At present when the forms, methods, policy and tactics of the nationalities living under control of Chinese Communists and those of their leaders in exile in the struggle for the right of self-determination, the persons who propose the system of federation" and "republic" seems to artificial, like the chart made inside a room without knowing that it should be sued on the streets. The Uygur people's demand of independent concerns not only political sphere, but it is also our long-time cultural and national consciousness desire. It is not momentary political problem, but the problem of the political future and a happiness of the people of Eastern Turkestan that they have been aspiring to for a long time. It should be remembered that the problem of independence of Eastern Turkestan finally would depend not on the thoughts and ideas of the Chinese democrats but on those of the Uygur people living in Eastern Turkestan. Eastern Turkestan belongs to Eastern Turkestan's people. The right of self-determination is the highest human right of every nationality; no one democratic organization or person engaged with protection of human rights can not deny our people's right for self-determination. If you are real democrats, you must not state that the Uygurs have to live in the unitary country where the Chinese dominate. The land where the Uygurs live belongs to the Uygur people, that is why we have full right for self-determination!" We realize that the democratic movement in China pursues the aims of people of China, because it would bring the country to the highest objects of democracy, which is also the aim of our Uygur people. However, we are extremely concerned about the ideas and statements of some Chinese democrats living in the western countries. Though they also declare that they respect the right of self-determination but actually they can not get rid of the shadow of the great Han chauvinism. They forcibly impose the indefinite conception of "Chinese nationalities" (Zhonghua minzu) on non-Han nationalities and state that the "Chinese nationalities" are indivisible, and by this they propagate the Chinese communists' conception of "liquidation of nationalities". 
Everybody could notice that some Chinese democrats following the Chinese communists slogans of the "integrity of the country", "unity of the territory" ignoring the historical facts always consider the lands of the Uygurs to be unadvisable part of China and accuse us in "separatism, splitting of the Motherland" when we claim an independence. These persons believe that the right of self-determination and independence is only their prerogatives and they can not be granted to other nationalities. Their position in the problem of self-determination and independence of every nationality even can not reach the plank of the Chinese communists declared before their coming to power. Everybody knows that one of the main paragraphs 4 of the "Basic Law of the Chinese Soviet Republic", which was supported by all delegates of workers, farmers and soldiers at the first Congress of the preparatory committee, said: " We entirely recognize and will put into practice the right of self-determination of every nationality, we recognize the right of every minority nationality's State to come off China, every national minority living in various parts of China will decide itself to join or to come off the Chinese Soviet Federation, they also have right to form their autonomous regions on the basis of absence of compulsion". The position of some Chinese democrats on the problem of the nationalities' right of self-determination is spoiling their image of "fighters for democracy". 
Of cause, we, Uygurs, understand that support of self-determination of Eastern Turksetan's independence was only a temporarily tactics of some Chinese leaders who had lost their power or could not come to highest point of power in the historical path of China, that is why either Yang Zenxing or Sheng Shitsai, either Kuomintang or Communist Party declared that they support he independence of the Uygurs, but after coming to power they suppressed and exterminated the people, in the result our people again were oppressed and suffered from Chinese rule, so the national-liberation movement of the Uygur people became a simple weapon of the struggle of the Chinese for power. Besides, the Chinese immigrants living in Eastern Turkestan for a long time and suffering from the Communist regime like the Uygurs, under Communist propaganda calling them for "patriotism", still can not understand that they common interests with the Uygur people living over there. The simplest example is that the Chinese immigrants living in Eastern Turkestan share with Uygurs the harm of the nuclear tests carrying out by Chinese Communists in Eastern Turkestan. They do not know that the independent Uygur State based on the democratic principles corresponds to their interests too. Only in the Uygur democratic society based on independence they could live enjoying freedom and democracy. So when the people of eastern Turkestan is struggling with the Chinese Communists in order to survive, irrespectively on the methods used for this purpose, the Chinese population living in Eastern Turkestan does not support the Uygurs, some of the Chinese even help authorities to suppress innocent Uygurs. It is obvious that this kind of Uygur-Chinese ethnic contradictions artificially created by the Chinese Communist authorities cause misunderstandings between not only these two peoples but even between the Uygur liberation movement and the Chinese democratic movement. 
Today finally we could come together under the banner of human rights. I believe that the Chinese democrats which consider the human rights to be even much more important than the right of private property, will respect the human rights of the national minorities and will support the Uygurs right for self-determination and their aspirations to liberty. We have common aspirations and common goals of struggle. So I would like to propose some ideas on cooperation between the Eastern Turkestan liberation movement and the Chinese democratic movement. "The appeal to the countries and peoples living under colonial yoke" accepted by the United Nations on 14 December 1960 declared that " it is necessary to stop immediately all forms and methods of colonialism", "to ban prolonging under any pretext independence of the peoples, using any kind of military actions against independent States and suppressing them". We believe that the primary term of resolving any problem is equality of both sides and mutual respect. So the Chinese democrats have to announce that the Chinese democratic movement respect and recognize the right of the nationalities for self-determination. Only when they do this we would support them and it would be possible to unite the Uygur people's courageous struggle with the Chinese democratic movement. 
Being a part of the Chinese democratic movement you have to promote us to carry out our aim of achieving independence using peaceful, justice and volunteer methods under observation of the international community and in accordance with the proclamation of the United Nations, to expose an actual sense of the Chinese Communist government's suppression and extermination policy towards Uygurs, to propagate that the Uygurs would fight together with Chinese against the despotic rule of the Chinese Communist regime. In turn we would also propagate among Uygurs that the Chinese democratic movement is of great importance for promotion of democracy in China and would try to eliminate all misunderstandings existing between us. .the foreign Chinese democratic organizations and the activists have to deliver to the Chinese population on Mainland China that the Uygurs have a natural right of self-determination, that independence of the Uygurs fully corresponds to the declaration of the United Nations on human rights, that the aim of establishing of independent state in Eastern Turkestan is to protect the human rights of the people of Eastern Turksetan and to develop the economic, cultural and social life of the nationalities of Eastern Turkestan in accordance with their desire, that it is necessary to guarantee the Uygurs to gain their equal place among the nations of the world. Only by this way we could decrease contradictions between us, prevent the clashes and promote peaceful achievement of independence. 
The name "Xinjiang", used at present by the Chinese Communists for Eastern Turkestan, means "newly subjugated land" and has been humiliating the Uygur people. The first Congress of Eastern Turkestanians held in 1992 in Instanbul clearly declared that "our Motherlands is called Eastern Turkestan". I hope that all Chinese democratic organizations and persons would accept the real name of our land that we anticipate to be used. Our friends - the Chinese democrats respecting the peoples' the right of self-determination should recognize that the Uygurs would not name their land "Xinjiang", the world produced by colonialist policy, they have also to understand that the Uygurs will not accept any political structure except independent State. 
It must be not denied that democratization of China and independence of Eastern Turkestan can not be reached separately. The Chinese democratic movement could really cooperate with the national-liberation movements of Uygurs, Mongols and Tibetans only after having got rid of the chauvinist ideas. I believe that in new millenium all of us on the basis of recognition of the right of self-determination, supporting each other, uniting on the principle of human rights, democracy and right of self-determination, would be able to work out the policy and tactics in the struggle against Chinese Communist Party.
