Xinjiang Government Helped Taliban Ruled Afghanistan

It is known that Chinese government has been helping Taliban until the very day of September 11 attack. But, what it is not know is the Xinjiang Xinjiang Uyghur Autonomous Region Government has been helping the Taliban Ruled Afghanista as well. The Xinjiang Yearbook 2000 carries an article on page 319 which says Xinjiang helped Taliban Ruled Afghanistan in 1999. I
translated a paragraph which specifically mentioned this. The Uyghur version
was posted by Ilyar.

In China, the foreign aid programs are usually carried out by the Central Government in Beijing. It is unusual for regional governments to have such programs.

The aid to Afghanistan mentioned in this article just covers the aid from the Xinjiang government. The total amount of the Chinese aid to the Taliban could be much more than this.

It would be interesting to know to whom they delivered that aid and in what form. Did it actually went to the refugees or to the Taliban themselves? Does this indicate that the Xinjiang government was given more power in dealing with the Uyghur movement?
