Uyghurs in East Turkistan and Han
Chinese immigrants in East Turkistan have different
view about natural gas shortage
Large scale of natural gas transferring from East
Turkistan to Chinese cities caused intensive gas
shortage problem in East Turkistan. According to
Tianshan news net reported today the capacity of daily
use of natural gas of Urumchi city residents and
vehicles are 860 thousand to 870 thousand cubic
meters. Expected daily public natural gas refueling
capacities in this year and next year will rich
between 1million 300thousand cubic meter and one
million 500 thousand cubic meters, the gap up to 500
thousand to 700 thousand cubic meters.
The natural gas prices in Shanghai, the city of high
capacity of using public natural gas, cheaper than
East Turkistan, not only because a residential
Shanghai gas prices subsidies, but also that the large
scale of natural gas from East Turkistan is channeled
to Shanghai with very low price.
The cause of natural gas shortage in East Turkistan
was very clear to both Uyghurs in East Turkistan and
Chinese immigrants in East Turkistan. However, not
surprisingly, they have different opinion regarding
the solution of gas shortage.
At the Xinjiang Uyghur Autonomous Region first meeting
of the Tenth CPPCC, some of the Han Chinese
representatives brought up the reason of the natural
gas shortage and suggested increase gas exploitation
as effective solution. For example, representative
Shuan Guo Jun suggested increase the resource tax and
investment in order to increase natural gas
exploitation.
According to information gained from some of the
Uyghur representatives through ETIC’s informal
telephone conversation, Uyghurs believe that the
decreasing of natural gas export to Chinese cities is
the most effective solution for the problem of natural
gas shortage in East Turkistan, since it was obvious
that as China exploits more natural gas, more natural
gas will exports to the Chinese cities despite the
local natural gas shortage. However, none of the
Uyghur representatives had courage to explain Uyghur’s
real concern at the meeting as Chinese government
strictly controlled Uyghurs speech freedom.
Tarim Oilfield of China Petroleum Pipeline Corporation
and the company's latest statistics show that since
2004 December the Tarim Basin of 29 billion cubic
meters of natural gas had been transferred from East
Türkistan to Eastern China to feed China’s energy
demand.
Last year, the Tarim Oilfield Company, planned to
transfer 12 billion cubic meters of natural gas, and
achieved 13.7 billion cubic meters, it was in excess
of 1.7 billion cubic meters.
According to a variety of Urumqi City residents and
the use of natural gas vehicles, the capacity of only
86-87 million cubic meters, is expected to Urumqi next
two years, the public natural gas refueling capacity
will reach 130-150 million cubic metres, the gap up to
50 -70 million cubic meters.
