“Delivery Compassion” can not help
poverty
Although Chinese media highlighted that there has
been poverty reduction in rural arias since the Uyghur
labor force was relocated to the cities in the region
or to the inland China for employment, in reality,
there has not been much change. Most of the relocated
Uyghurs were not able to get their salaries and
returned home empty handed even they were fortunate
enough to secure safe passage to go back. Uyghur
farmers are forced to work two or three months without
compensation for the government. Uyghur farmers still
are suffering under the enormous debt pressure, due in
part to heavy taxation.
Based on the information Hoten government office,
annual average income of the relocated women worker’s
from Keriye county Hoten city was 1172 Yuan. And
recently Tianshan news net reported that urban
population wich is heavily populated with Han Chinese
annual income in East Turkistan break through the ten
thousand Yuan mark and reached 10313.4 Yuan.
The cause of the high income in the urban areas in
East Turkistan was the policy of government subsidies
and policy of the increasing salary of the government
workers because of the inflation.
Recently, the Chinese government launched “Delivery
compassion” activities and government officials start
to visit some of the Uyghur families’ in the rural
areas who are under the extreme poverty. However,
those families were chosen based on some conditions
that they are communist party members or that they are
elderly people with no relatives.
According to Hotan daily news in January 25th, Hoten
government officials visited 25 families this month in
Karakash county and send to the each family one bottle
of oil, one jacket, one panties and one package of
flour.
“Delivery compassion” activities can it gain the love
of the people towards the communist party and cover
the ugly face of China before the Olympics?
It is clear for the Uyghurs that “Delivery compassion”
activity will not warm the peoples' heart, unless
there would be hope for the government's policy of
reducing heavy taxation on the Uyghur farmers. Many
Uyghurs feel cheated since government avoids doing
some policy changes on practical issues which can lead
to fix the root cause of poverty.
“They do that kind of social assistance once a year to
some families that have been chosen by the government,
to show their generosity, sympathy and love of the
Communist party. Because they know that not all of the
Uyghurs can be cheated with few goods …” said one
Uyghur farmer who does not want to disclose his name
during the phone interview.
According to Hoten daily news, land tax was very heavy
in Hoten city Karakash County, this year already
collected 4million Yuan, compared to the last year’s
two million 690 Yuan, an increase by 205.34%.
