Russian Federation, Republics of Kazakhstan,
Usbekistan, Kyrgyzistan and Tajikistan)
Dear Sirs,
We wish the deliberations of the Annual Meeting of the
leaders of the Shanghai Cooperation Organisation will
be successful and serve to strengthen the regional
stability and peace, and enhance friendship and
cooperation among the peoples of the region.
As a democratic and peacefull voice of the Uyghur
people of East Turkestan (also referred to as the
Xinjiang Uyghur Autonomous Region by the Peoples'
Republic of China), we are deeply concerned about the
policy of supression against the Uyghur people by the
Chinese authorities.
Especially since the September 11 terrorist attacks,
the Chinese authorities have been intensifying their
policy of crack down against the Uyghur civilian
population under the disguise of international
struggle against terrorism, which in turn contributes
to the destabilisation of the entire Central Asian
region.
We, the democratically elected (umbrella body*)
representatives of the Uyghur nation abroad have been
calling the Chinese leadership for dialogue and
constructive negotiations to work out a mutually
acceptable political solution to the problem.
Dear Excellencies, as leaders of the neighboring
democratic nations who have both close historical and
cultural ties with the Uyghurs, we kindly ask you to
bring up the ever worsening human rights situation of
the Uyghur nation during your upcoming discussions in
Moscow.

*The East Turkestan (Uyghuristan) National Congress (ETNC)
is the legitimate umbrella body of the Uyghur people
abroad which includes 18 organisations legally
operating in 13 countries around the world. It abhores
violence and declares its unconditional adherence to
the internationally accepted human rights standards as
laid down in the Universal Declaration of Human Rights
and International Covenant and Political Rights and
Economic, Social and Cultural Rights; adherence to the
principles of democratic pluralism and rejection of
totalitarianism and any form of religious intolerance,
and rejection of terrorism as an instrument of policy.
