OPEN LETTER Munich 22 October 2002
To: Mr. George W. Bush
President of the United
States of America
Dear Mr. President,
The Uyghur people wish that your upcoming talks with
Mr. Jiang Zemin, the President of the Peoples’
Republic of China, may contribute to the welfare of
the peoples of both countries, and both regional and
world stability and security.
Unfortunately, the present regime of the PRC is the
main perpetuator of social destabilisation, injustice
and human rights violations. In fact, it has been
killing, imprisoning and persecuting its own citizens,
who wish nothing more than a life in dignity, freedom
and in a democratic environment, including the Uyghurs,
the Tibetans and the Mongols.
The government of the Peoples’ Republic of China
pursuits a policy of harsh repression, torture,
arbitrary arrests and executions in East Turkestan.
Amnesty International reports the use of extremely
brutal methods of torture against the Uyghurs, with no
precedence in other parts of China. After the
September 11th terrorist attacks, the Beijing regime
has used the pretext of the war on terrorism to
further intensify its crackdown on our people.
The irony is, especially following the September 11th
terrorist attacks, that the government of China, while
at home has intensified its policy of suppression
against the Uyghur civilian population, abroad, it has
been trying to mislead the international community by
crying that it is also a victim of terrorism. We
Uyghurs are very much concerned about being
annihilated by the communist regime in Beijing if the
democratic world community, including your
administration, continues its negligence.
Dear Mr. President, your meeting with your guest is a
vital opportunity to raise the issue of human rights,
including those of the Uyghur people, and ask the
Beijing regime to take verifiable steps to improve its
human rights record. On behalf of the Uyghur people,
we kindly ask you to urge Mr. Jiang Zemin:
--- That war against terrorism is not an excuse for
suppression and violation of human rights of the
Uyghurs;
--- To stop persecuting its own citizens and
criminalising the civilian
population, including the Uyghurs;
--- To stop the notorious birth control policy imposed
against the will and belief of the Muslim Uyghurs;
--- To stop illegal population transfer to the
detriment of the Uyghurs and change the demographic
picture in East Turkestan;
--- To release all Uyghur prisoners of conscious,
including Mrs. Rabiye
Kadir;
--- To invite international observers to East
Turkestan, including a United Nations Rapporteur;
--- To launch a constructive dialogue with the
peaceful democratic
representatives of the Uyghur people with the aim of
finding a mutually acceptable solution to the problem;
--- To ratify and implement all international
covenants regarding civil and political rights.
