(1) THE UYGHUR SCHOOL IN KASHGAR IS SHUT
DOWN BY THE CHINESE AUTHORITIES.

On November 12 at 7 am a Chinese police
squad burst into the Languages Institute in Kashgar and requested from teachers and
students to leave the building. The policemen were very rude both to children and adults.
The police squad had a camera man who was shooting everything on video tape, especially
those who were most reluctant and indignant.
Apparently, the authorities planned to use
the video recordings later on as a material evidence against some people in the Institute
in possible criminal trials with the charges in obstruction to the authorities. This was
an another tool to intimidate the teachers and students.
The Institute is still shut down by the
authorities and more than one thousand students, mostly children, are deprived of their
rights to attend the school, and the teachers are not allowed to resume their work.
The Languages Institute was established in
Kashgar in 1986 by an initiative of Mr. Ablimit Damollah, who held a position of a
director of the Institute unill the authorities shut the school down. The local Uyghur
people respect Mr. Ablimit for his excellent teaching abilities, overall high intelligence
level and knowledge of several foreign languages.
The school was sponsored by several Uyghur
businessmen and had no state funding. It had more than 20 classes (groups) and was
educating children and young people to specialities of interpreters (overall six
languages) and medical nurses. The institute had a medical clinic and a dormitory.
The students at the Institute are of ages
from 12 to 22, 80% of all students are female. All students are the Uyghurs from Kashgar,
Khotan, and many villages and towns around those cities. All teachers of the school are

(2) QUAKE SHAKES XINJIANG

An earthquake of Richter scale 7.1 hit a
remote part of Xinjiang Tuesday, Reuter reports. The epicenter of the quake was some 150
miles from Hotan and There was no damage because the area is scarcely populated, according
to Reuter. Over 50 quakes above five on the Richter scale were recorded in 1995 and
Chinese seismologists say that intense quake activities will last until year 2000. (Vic

(3) NEW HELICOPTER GUNSHIP UNVEILED.

The Ka-52 "Alligator" was
unveiled by the Kamov helicopter design bureau yesterday. It is a two-seat version of the
Ka-50 "Black Shark" that incorporates some Western avionics. Kamov hopes to sell
it to the Russian ground and air forces and to market it abroad. It will be built at the
Arsenyev plant in Primorye. Arsenyev has had little success in getting the Russian
military to buy the Ka-50. (Interfax, November 19)
(4) LINKS WITH CHINA STRESSED IN TIBET

The Beijing controlled Tiber Daily urged
textbooks and publications to emphasize historic links between Tibet and other parts of
China and to eradicate the influence of the Dalai Lama, Reuter reports.
"Protecting the unity of the
motherland and opposing the Dalai Lama's evil activities to split the motherland is a
major task of building spiritual civilization in our region," the paper said. The
paper accused the Dalai Lama of using religion to encourage separationism.
"Religion...cannot provide the
impetus for development in Tibet and cannot provide any help to the Tibetan people in
throwing off poverty and becoming prosperous," the paper claimed. Earlier, China
criticized the meetings of the Dalai Lama with representatives of the European Parliament
and with Australian Prime Minister John Howard. (Vic CHIN, YIN De An)

FINISHED ITS WORK IN MUNICH.

Munich. The World Uyghur Youth Congress
that convened on November 9 in Munich, Germany, successfully finished its work on November
13.

CHECHEN INDEPENDENCE.

Twenty-six percent of Russians support
granting Chechnya independence, according to a survey in which individuals were asked to
indicate which ideas they supported from a list provided by VCIOM, Segodnya reported on 13
November. Twenty-four percent back a complete withdrawal of Russian troops and 23% want to
close the Russian-Chechen border. On the other hand, 22% support the idea of maintaining
Chechnya within the Russian Federation. -- Robert Orttung
(8) KYRGYZSTAN, CHINA AGREE TO FIGHT
SMUGGLING.

Kyrgyz Interior Minister Omurbek Tukuyev
and Chinese Public Security Minister Tao Siju agreed in Beijing on 11 November to
cooperate in combating smuggling, ITAR-TASS reported. The agreement has special
significance for China as a new road connecting China to Pakistan via Kazakstan and
Kyrgyzstan opened this year. Besides bordering on China, Kyrgyzstan also borders
Tajikistan where the ongoing civil war greatly facilitates the smuggling of arms and

Eastern Turkistan (Sherqiy Turkistan in
Uyghur) is a name used by the indigenous people of the region for their motherland located
in what is at present the Xinjiang Uygur Autonomous Region of the People's Republic China.

information on situation in Eastern Turkistan from the Uyghur and other sources to the
attention of the international community.
