On the 7^th and 8^th of October 1998, four officials and four policemen from the Xinjiang Hotan County Security Department were killed by the Xinjiang separatists. After the incident the communist government deployed more than 30,000 soldiers and police to tighten security over the transport and other sectors. They also issued arrest warrants for the killers.
