Dispatch by Staff Reporter Tseng Shu-wan: "Xinjiang To Resolutely Crack Down on Riots, Stop Illegal Religious Activities Detrimental to State Security, and Give Play to Role of Production and Construction Corps" Urumqi, 29 Oct ( Wen Wei Po ) -- In an interview with our reporter, responsible person of the Xinjiang autonomous region stated: Xinjiang's important work in the future is to strengthen nationality solidarity, maintain stability, and take more rapid and decisive measures to resolutely crack down on riots provoked by nationality splittist elements. Nationality splittist elements in Xinjiang have caused a series of terrorist events since last year. They have resorted to such means as explosions, homicide and robbery to harm patriotic religious personages, grassroots cadres, and innocent masses. This responsible person pointed out: It has been verified after a thorough investigation that those nationality splittist elements who have incited terror have harbored political motives of splitting the nation. They are attempting to create confusion, subvert the government, and seize state power through violence. If we turn a blind eye to riots wantonly provoked by them, we cannot begin to talk about economic construction, stable social order and nationality progress in Xinjiang. Therefore, Xinjiang's important task in the future is to maintain social stability and strengthen nationality solidarity. Organizations at all levels in the autonomous region have reached a consensus on not tolerating riots caused by the splittist elements. They will take decisive measures to resolutely crack down on them. While talking about how to prevent nationality splittist elements from provoking riots, the responsible person stated that in the future, they must pay attention to the following work: Striking blows at illegal religious activities. Under the cloak of religion, those nationality splittist elements advocate pan-Islamism with an aim of eradicating pagans and establishing the so-called Islamic kingdom. Since their illegal religious activities are detrimental to state security and the highest interests of the state, they must be resolutely cracked. Further doing well in comprehensive management of social order to promptly stop all acts of sabotage which harm social stability and social order. Giving play to the role of the Production and Construction Corps as a combat team, production team, work team and propaganda team. Practice has proved that the Production and Construction Corps is an indispensable and stabilizing force. Strengthening friendly and cooperative relations with neighboring countries to jointly attack terrorism and splittist activities. Strengthening control over publications. The responsible person stressed: Terrorism of a tiny number of nationality splittist elements does not enjoy popular support. It can never affect the situation in Xinjiang. Proceeding from the general situation of upholding nationality solidarity, and making joint efforts to promote development and progress, people of various nationalities in Xinjiang are resolutely fighting against those nationality splittist elements to consciously defend national security and ensure social stability. At present, economic construction and social development in Xinjiang have been the best since the founding of the people's republic. (2) XINJIANG SCORES 'NOTABLE' ACHIEVEMENTS IN CRIME CRACKDOWN
The Urumqi City Public Security Bureau has again scored notable achievements in the second-phase strike-hard and rectification campaign. First of all, it has cracked all criminal cases tasked by the Provincial Public Security Department and has dismantled a number of criminal gangs. During the second-phase campaign, leaders of public security organs throughout the city took personal charge, while each case was assigned to a specific group to ensure individual responsibility in waging a comprehensive campaign. As a result, a series of both politically and criminally motivated murder cases were cracked; and a number of crime suspects, national separatists, and terrorists were arrested. Second, it has cracked down, according to the law, a number of illegal religious venues and underground scripture classes. Third, it has cracked a large number of criminal cases, mainly in areas with complex security conditions. As a result, the crime rate has dropped considerably, and the masses of people are feeling much safe in the city streets. Fourth, it has strengthened grass-roots infrastructure through enforcing crime preventive measures and consolidating results of the rectification campaign. So far, 24,000 rooms in 12,900 rental houses have been screened; of these, 9,186 rooms in 4,283 houses have been ordered to rectify their practices, and 126 rooms in 100 houses have been penalized. Fifth, it has seized a number of guns, rounds of ammunitions, knives, and other tools, thereby eliminating hidden dangers in society [ Shi Tuo]. (3) KAZAKH DEFENSE MINISTER VISITS XINJIANG
Accompanied by Major General Luo Bin, director of the Foreign Affairs Bureau of the Chinese Ministry of National Defense, Kazakh Defense Minister General Mukhtar Altynbayev, who had been on an official goodwill visit to China, arrived in Urumqi on 9 October. Major General Li Donghui, commander of the Xinjiang Military District [MD], met and hosted a dinner for the Kazakh delegation. Among those present at the dinner were the MD's deputy commanders Fang Denghua and Kurban Aierxiding, chief of staff Ma Diankui, and deputy chief of staff Su Mingluan. In the afternoon, Minister Altynbayev and his wife and entourage visited an engineering corps regiment and toured Urumqi City in the company of Commander Li Donghui and his wife. They left for home by special plane in the evening. [Liu Geping] (4) KYRGYZ, CHINESE OFFICIALS DISCUSS BORDER COOPERATION
Kyrgyz Deputy Prime Minister Karimsher Abdymomunov today [24 October] received a delegation of the PRC's Xinjiang military district led by Major General Kurban Artigil. The development of Kyrgyz-Chinese cooperation in guarding the border was discussed during the meeting. Pavel Vasko, commander of border troops of the Russian Federation in Kyrgyzstan, and Yao Pey Shen, the Ambassador of China to Kyrgyzstan, attended the meeting.
